On October 6, 1998, the world was shocked at the death of Matthew Shephard, a 21-year-old Wyoming resident found tied to a fence and with obvious signs of torture.  Initially, the murder was chalked up to a homophobic hate killing, a narrative would go on to shape American culture and policy for decades to come.
